The Mobilization Inspection Program, implemented by CESAVESIN (Comite Estatal de Sanidad Vegetal del Estado de Sinaloa), intends to contribute in protecting and strengthening the plant-health status within the state, through the control and verification of the mobilization of agricultural commodities within Mexico.
This program is part of the domestic strategies seeking to prevent the introduction and spread of pests and diseases which may affect agricultural and livestock commodities. In this regard, the program focuses on the inspection of regulated commodities, ensuring their compliance with current plant health and zoo sanitary regulations.

As part of its operation, the program has strategic inspection sites entitled Federal Inspection and Verification Points such as “La Concha” and “La Concha II,” where they develop about 48,000 inspections annually to vehicles that mobilize regulated commodities. These actions allow detecting shipments which pose a health risk and applying the proper application of preventive measures.
The main purpose of the program is to ensure that agricultural and livestock commodities are pest and disease-free, as well as to prevent their spread within the country. To achieve this, procedures are implemented at internal verification points (IVP), which are part of a structured health control system, having 6 points strategically distributed throughout the state of Sinaloa.
Similarly, the program intends to maintain and improve the health status of Sinaloa, by keeping free areas or areas under control of quarantine-concern pests and diseases, such as fruit fly, brown citrus aphid, and notifiable avian influenza, among others.

The operation of this scheme is conducted under adherence to the guidelines established by SENASICA (Servicio Nacional de Sanidad, Inocuidad y Calidad Agroalimentaria), the authority responsible for defining the plant-health requirements for the mobilization of agricultural commodities, as well as regulating and certifying their compliance both domestically and worldwide.
Together, the Mobilization Inspection Program represents a key tool for safeguarding farm health and food safety, providing certainty to farmers and strengthening the competitiveness of the farming sector in Sinaloa.
